Description
Chesterfield County is soliciting proposals for a contractor to provide complete food-service operations for the Chesterfield County Detention Center for one year, with annual extensions possible by mutual agreement. The contractor must provide all management, labor, food, materials, supplies, cleaning supplies, paper supplies, and related operating expenses; prepare food on site; and provide three nutritionally balanced meals daily, including hot breakfast and dinner, special medical, religious, and vegetarian diets, sack meals as needed, and at least three holiday or spirit-lifter meals annually. The contractor must maintain a four-week menu cycle, submit proposed menus and a one-week sack-meal menu, maintain food inventories and meal records, and meet specified food-grade, calorie, portion, sanitation, and food-safety requirements. The expected population is approximately 130 inmates daily, with an anticipated range of 120 to 140 per meal. The contractor must provide qualified staffing, including a food-service manager with at least 12 months of relevant experience and a full-time South Carolina-licensed dietician, as well as sufficient personnel to operate and supervise inmate workers. Employees are subject to background investigations, security checks, facility approval, physical examinations, orientation, and training. The proposal must include an emergency alternate-food-service plan, staffing structure and job descriptions, organizational and financial information, current food-service contract references, correctional or food-service affiliations, proposed menus, and per-meal pricing. The contractor may not subcontract or assign the food-service operation without prior written county consent.
