Description
The City of Palmdale is soliciting civil design services for PN 939, the 2026–2027 Arterial Maintenance Overlay Project. The selected consultant will prepare complete construction-ready plans, specifications, and estimates for arterial pavement rehabilitation, primarily involving a 2-inch cold mill and 2-inch asphalt overlay, along with roadway improvements, thermoplastic signing and striping, high-visibility crosswalks, traffic-control and detour plans, utility research and coordination, topographic surveying, and Caltrans encroachment permitting. The scope also includes progressive design submittals, engineer’s estimates, public outreach to affected residents, businesses, schools, transit, and emergency-service stakeholders, and a contingent construction-engineering support task. Deliverables include stamped plans, specifications, bid schedules, cost estimates, survey and utility documentation, and electronic files in specified formats. The solicitation requires a California-licensed contractor or professional capable of providing civil design services and includes insurance, licensing, reference, labor-compliance, and Community Workforce Agreement requirements where applicable.
