Description
The County of Burlington is soliciting proposals for one or more juvenile justice and family court service components funded through State/Community Partnership and Family Court programs. Available components include Family Crisis Intervention, Diversionary Family Engagement, Electronic Monitoring Detention Alternative Services, Trauma-Informed Interventions, Family Engagement in the Youth Justice System, and Treatment/Evaluations for Sexually Reactive Youth. Services may include counseling, case management, diversion, GPS monitoring and supervised house arrest, transportation to court, family engagement, professional training, trauma-informed counseling and skill building, mental health evaluations, sex-specific individual or group therapy, treatment planning, court coordination, reporting, and outcome measurement. Proposers must provide program designs, service objectives and activities, evaluation methods, staffing qualifications, resumes, applicable licenses and credentials, background-check information, pricing, and the required certifications and forms. The contract has a one-year base term beginning January 1, 2027, with two one-year options. Individual program funding amounts are stated in the specifications, ranging from $43,454 to $220,000, and the Treatment/Evaluations component lists a $30,000 first-year rate. Required insurance includes commercial general liability, automobile liability, workers' compensation, professional liability, umbrella liability, and sexual misconduct coverage. The solicitation prohibits subcontracting unless specifically authorized or approved by the County.
