Description
The City of Vancouver is seeking an experienced Senior Major Projects Advisor Consultant to provide independent, executive-level advisory services on an as-required basis for the Cambie Bridge Seismic Upgrades Phase 3 project. The advisor will support the Executive Steering Committee and senior City leadership during pre-construction and construction, with responsibilities covering governance, risk and schedule foresight, cost confidence, procurement and commercial strategy, delivery strategy, executive decision-making, issue escalation, and stage-gate reviews. The advisor will not perform detailed technical design reviews or direct construction execution. The proposed resource must have at least 20 years of experience in major infrastructure project management, engineering, design, estimating, procurement, or construction in Canada and the United States, including experience supporting at least three public-sector or regulated-sector capital projects exceeding $300 million each within the past 15 years. Respondents must provide a resume, a 1-2-page statement of qualifications, a commercial proposal, and a separate page with three client or employer references. The estimated term is six years, with up to four consecutive one-year extensions, and an estimated total level of effort of 1,248 hours over the initial term.
