Description
The Ontario Education Collaborative Marketplace is soliciting proposals for a ten-year master agreement covering full and new Facility Condition Assessment (FCA) and Building Condition Assessment (BCA) services for customers across Ontario. Required work includes facility and building assessments; assessment data and reporting in Microsoft Excel, PDF, or other approved formats; training; and support for asset management, lifecycle forecasting, capital planning, risk mitigation, and long-term infrastructure investment decisions. The procurement has two categories: services for individual geographic zones and province-wide services. Up to two suppliers may be awarded per individual-zone category and up to three suppliers may be awarded for province-wide services. There is no guaranteed work volume or exclusivity. The existing FCA agreements with three suppliers expire on May 31, 2027, and the current offering has generated more than $20 million to date. Proposals are evaluated through qualification, technical, commercial, cumulative-score, tie-break, negotiation, and agreement-finalization stages.
