Description
Clemson University is seeking a qualified firm to develop, implement, and maintain a 24-hour, seven-day-a-week car-sharing program for resident and commuter students, faculty, and staff, including international students and others without access to personal vehicles. The program is intended to provide a safe, efficient, and affordable alternative to personal vehicle ownership. The turnkey program includes a market assessment; at least five vehicles; a 24/7 reservation system and mobile application; membership management; billing; reporting; customer support; emergency assistance; cleaning; fueling; preventive maintenance; implementation; marketing; training; accessibility; security; data handling; integrations; and sustainability features. The vendor must provide vehicles meeting specified fuel-efficiency requirements, including at least one plug-in hybrid or electric vehicle, and must provide sample reports, membership rules, a test-site demonstration, an accessibility conformance report, and a supplemental accessibility statement. The contract consists of one-year periods for a maximum total period of five years, with no operating, maintenance, or capital expense expected to be borne by the University. Addendum 1 clarifies that there is no current car-sharing supplier on campus, all-electric fleets are not acceptable, non-electric hybrids are preferred, and the University expects vendors to propose member hourly rental rates and may consider revenue-sharing structures. The addendum also clarifies that the program must serve eligible students aged 18 and over, that Clemson University data includes vendor-held member and reservation data, and that accessibility documentation may address WCAG 2.1 or 2.2 Level AA.
