Description
The Mississippi State Department of Health seeks a qualified contractor to establish, develop, operate, and maintain a connected statewide health information exchange (HIE) and health data utility (HDU). The contractor will deploy and manage interoperable infrastructure supporting bidirectional clinical data exchange among providers, hospitals, rural and private healthcare organizations, long-term-care and behavioral-health settings, emergency systems, payers, public-health agencies, community service providers, patients, and other authorized users. Required capabilities include care coordination, shared clinical-information access, centralized imaging, integration with public-health registries and surveillance programs, data quality and deduplication, and support for future health-data assets such as an all-payer claims database. The procurement covers firm-fixed-price professional and technology services, including implementation, operations, technical infrastructure, staffing, service-level agreements, deliverables, security and cloud-hosting compliance, training, subcontractor management, and ongoing support. Proposals must address the full scope and include branded and unbranded versions, staffing and organizational plans, key-personnel resumes, operational and technology-service responses, mandatory-requirements responses, SLAs, deliverables, references, cost information, certifications, financial records, insurance documentation, registration records, and proposal security. The initial performance period runs from contract execution through December 31, 2032, with services tentatively beginning January 4, 2027; renewal is at the agency’s discretion.
