Description
The General Services Administration's Public Buildings Service is requesting qualification packages from small-business architecture and engineering primes for a short-selection database covering future projects in the continental and outside continental United States. Potential work includes feasibility and pre-design studies, surveys, cost estimating, architectural and engineering design, interior and workplace design, historic preservation, MEP and other building-system upgrades, structural and envelope work, fire and life safety, security, energy efficiency, construction support, commissioning, and closeout services for existing federal buildings and U.S. courthouses. Design fees for individual projects may not exceed 6% of the estimated construction cost at award, and future contracts are expected to have values below the simplified acquisition threshold. Applicants must identify active production-office locations and states or territories where they are licensed, and must submit at least three and no more than five comparable project examples, with up to ten additional relevant projects completed within the last ten years. The submission must demonstrate experience with occupied facilities, historic preservation or adaptive reuse, building-system upgrades, workplace design, project management, consultant management, quality control, and relevant licensed personnel, including specialized expertise such as fire protection engineering. The short-selection process is for prime firms only; subconsultants may be referenced in project experience but are not included as selected firms.
