Description
The City of Sioux Falls is soliciting bids for a new, turnkey Total Organic Carbon (TOC) analyzer capable of measuring TOC/NPOC and TC/TIC/IC in accordance with Standard Methods 5310 C. The system must include a 40-position random-access autosampler, integrated control and data-management software, required cables and tools, automated dilution and calibration functions, quality-control features, offline operation, and compatibility with the City's Windows 11 environment. Equivalent products may be proposed, but bidders must provide manufacturer literature and certify any modifications. The scope includes delivery, on-site installation, operational and application training, initial supplies and at least six months of consumables, a three-year full-system warranty, and annual preventive-maintenance pricing for years four through ten. Bidders must provide life-cycle and cost-per-test pricing based on a 10-year equipment lifespan, consumables and replacement-component pricing, at least four references including a regulated public water utility, and pre-installation requirements. The awarded vendor must provide ongoing support, replacement parts and consumables, software updates, 24-hour phone support, and on-site service within one week.
