Description
Greenville County is soliciting proposals for a turnkey inmate telephone and communication services program for its Detention Center, which has approximately 1,600 average daily inmates across multiple facilities. The selected vendor must provide, install, operate, and maintain inmate telephone services supporting prepaid debit, collect, and free calls; PIN or biometric verification; call restrictions; monitoring and recording; investigative tools; attorney-client privilege controls; multilingual and TTY/TDD capabilities; jail management system integration; and FCC-compliant per-minute pricing. The scope also includes correctional-grade tablets, secure wireless and charging infrastructure, centralized device management, educational, legal, religious, entertainment, messaging, video visitation, and grievance/request platforms; personal and legal mail scanning with contraband detection and chain-of-custody procedures; 24/7 technical and customer support; system maintenance and reporting; and implementation and transition planning. Equipment and specified services are to be provided at no cost to the County where stated, and the proposal must address FCC compliance, security, reliability, staffing, references, financial capacity, implementation, and pricing. The initial tablet deployment is expected within 60 days of contract execution unless an alternative schedule is agreed upon, while the inmate request and grievance platform is expected to be operational within 30 days of contract execution.
