Description
Atlantic County Government is soliciting proposals for a 12-month employee assistance program serving approximately 1,720 county employees and their dependents. Required services include self-referral and supervisory referral pathways, at least six face-to-face counseling sessions, immediate telephone counseling, telemedicine upon request, crisis management, onsite coaching and training, employee newsletters, training materials for county staff, and quarterly utilization reporting. The provider must demonstrate substantial EAP experience with at least three references, identify qualified staff and local providers, offer in-house counseling across specified family, substance-abuse, mental-health, legal, financial, and job-stress needs, and describe HIPAA-compliant handling of protected health information. The proposal must address service accessibility, including two or more offices in Atlantic County accessible by public transportation, appointment availability within 24 to 48 hours depending on severity, referral coordination with the County health plan, crisis-response procedures, supervisor and management training, marketing materials, subcontractors, and pricing for employee services, onsite coaching, and additional training. A Business Associate Agreement must be signed and submitted with the response.
