Description
The West Virginia Purchasing Division is soliciting a vendor or qualified CPA staff to provide single-audit consultation and training for the West Virginia Division of Rehabilitation Services. Services include reviewing federal-award expenditure schedules, indirect-cost-rate proposals, and quarterly federal grant financial reports; preparing documentation and reports from the state financial system; supporting and negotiating with single auditors; assisting with responses to audit findings; and helping develop the agency’s internal audit process. The contractor must provide on-site support during the agency’s single audit, on-site group or one-on-one training for front-line staff within 30 days after audit finalization, and one-on-one process-development assistance within 60 days after audit finalization. Minimum qualifications include CPA status, at least 15 years of experience auditing government entities, knowledge of West Virginia’s wvOASIS financial system, the Ernst & Young Single Audit process, the OMB Super Circular, applicable federal laws and regulations, and the Division’s operations. The vendor must be located within two hours of Charleston, West Virginia. Award will be based on compliance with the specifications and the lowest overall total cost shown on the pricing pages; payment will be by hourly rate.
