Description
JEA is seeking comprehensive professional services for development and management of a wetland mitigation bank to satisfy future wetland credit needs. The scope includes finalizing the pro forma and multi-property development strategy; designing, permitting, and constructing the bank; preparing the federal Prospectus; developing permitted passive recreational opportunities; coordinating ecological, construction, surveying, and related contractors and consultants; and serving as project manager and owner's representative. The selected vendor will oversee bank maintenance, ledger management, permit compliance, agency reporting, success criteria, final credit release, and transition to perpetual management. The project team must include a professional wetland scientist or Florida Certified Wetland Evaluator and a professional engineer, hydrologist, or geologist. Minimum qualifications include prior successful design, permitting, and construction of a Florida wetland mitigation bank with a final credit value of at least $10,000,000. Responses are evaluated on staff experience, design approach and work plan, company experience, and use of Jacksonville Small and Emerging Business firms.
