Description
The City of Tonawanda Local Development Corporation seeks a consultant to administer and manage its Downtown Small Project Fund, funded through New York State’s Downtown Revitalization Initiative. The work includes program start-up and materials, outreach, application intake and eligibility review, project evaluation support, project development, procurement and contractor review, environmental and regulatory compliance, construction monitoring, reimbursement review, reporting, recordkeeping, and program closeout. Final grant selections, awards, and funding decisions remain with the COTLDC. Proposals must describe the firm’s qualifications and comparable assignments, proposed personnel and approach, implementation schedule, experience with applicable New York State requirements, communications and project-management approach, at least three references, proposed compensation, conflicts of interest, insurance coverage, and any additional relevant information. The proposal should include a detailed fee schedule; respondents may assume an administrative budget not to exceed $30,000, subject to final approval. The consultant is expected to make a good-faith effort toward the stated 30% MWBE participation requirement for DRI projects. The anticipated engagement runs through disbursement of grant funds and completion of associated documentation, with work expected to commence December 1, 2026.
