Description
The South Dakota Department of Public Safety's Office of Emergency Management is soliciting professional services to update the existing Enhanced State Multi-Hazard Mitigation Plan. The consultant must bring the plan into compliance with FEMA's current review tool and guidance, address revisions identified in the previously approved FEMA plan crosswalk, and maintain eligibility requirements for the High Hazard Potential Dam Program and Fire Management Assistance Grants. The selected consultant must provide a detailed scope of work with project phases, major tasks, milestones, and anticipated completion dates; submit monthly progress reports; deliver the completed Enhanced Plan in Microsoft Word format by December 15, 2028; and perform revisions and resubmissions needed to obtain FEMA approval by April 16, 2029. Proposals must include relevant experience, at least three similar prior or current contracts with client references, personnel qualifications, technical approach, and a separately evaluated cost proposal. Any award is conditioned on receipt of federal funds.
