Description
The Defense Commissary Agency is issuing a bilateral modification to existing Resale Ordering Agreements covering Frequent Delivery System items. The modification establishes a distributor-based ordering and delivery framework under which suppliers maintain Cost of Goods pricing and make authorized items available to DeCA-authorized distributors. DeCA may purchase from and pay distributors under separate agreements, while retaining authority to place direct orders with suppliers during an operational transition or when otherwise authorized. The modification imposes continuing pricing and trade-term obligations, including most-favorable-pricing requirements, electronic price submissions through EDI 879 or DeCA Web Pricing, recurring monthly trade-term reporting, ad hoc cost substantiation, shelf-life requirements for food categories, and compliance with applicable product and seafood-sourcing restrictions. This is a contract modification for existing ROA suppliers rather than a new competitive procurement; the formal modification package is to be executed by designated corporate signatories.
