Description
The City of Mandeville is soliciting sealed proposals from qualified firms and individuals to provide independent emergency debris monitoring services for post-disaster debris removal operations. Services include monitoring debris collection, hauling, reduction, recycling, transfer, and disposal; documenting eligible work, quantities, locations, truck and trailer information, and electronic load tickets; operating a proposer-furnished Automated Debris Management System (ADMS); performing quality assurance and quality control; reconciling records and invoices; preparing reports, maps, photographs, grant-support documentation, and closeout materials; and supporting FEMA, GOHSEP, and other disaster-assistance requirements. The resulting agreement is a standby contract that may be activated by written Notice to Proceed after a natural or man-made disaster or other qualifying emergency. The contractor must mobilize key personnel within 24 hours and achieve full operational staffing within 48 hours of activation, remain independent from debris-removal contractors, and may not perform debris-removal services. The addendum replaces the original pricing form with eight labor classifications and requires positive, fully burdened hourly rates for all classifications; no minimum quantity of work or compensation is guaranteed.
