The New York State Energy Research and Development Authority (NYSERDA) is seeking manufacturers and vendors for Phase I of its Clean Heat for All program. This program aims to increase the adoption and monitoring of cold climate, high-efficiency packaged window heat pumps (PWHPs) as a cost-effective heating electrification retrofit solution for New York State buildings. Phase I involves applicants demonstrating that their PWHPs meet NYSERDA's specifications, with approved applicants becoming Program Participants eligible for Phase II. Phase II will offer incentives on a first-come, first-served basis to these Participants who partner with building owners to deploy PWHPs in Demonstration Sites. Incentives will cover 50% of PWHP costs up to $1,500 per unit for Market Rate sites and 75% of costs up to $2,250 per unit for LMI sites. All projects will be subject to performance monitoring plans. The maximum incentive award per Demonstration Site is $500,000, and for any single PWHP brand is $2,000,000. The application deadline for Phase I has been extended to June 30, 2027. An online application form is now available, and Attachment E has been removed. Cost caps have been revised to 100% of installed cost, and incentive payments have been simplified to a single milestone.
