Description
The Bureau of Reclamation requires a turnkey front-end upgrade of existing excitation systems at Yellowtail and Canyon Ferry powerplants. The contractor must furnish DECS-2100 front-end retrofit kits, new control boards and human-machine interfaces, configuration tools and files, drawings, manuals, software, transportation, and any required cabinet wiring. The base price schedule includes three retrofit kits for Canyon Ferry and four for Yellowtail; optional BCM-2 bridge control modules include three for Canyon Ferry and four for Yellowtail. The offer must cover the complete price schedule rather than only part of it. The work includes removal of existing ECS-2100 and PanelMate 1585T equipment, installation of replacement equipment within the existing footprints, configuration and settings validation, system checkout, offline and online testing, commissioning, startup support, as-left documentation, new nameplates, and training for up to eight individuals at each facility. The contractor must provide Basler factory-trained technicians capable of supplying Basler certifications or identification. Required technical deliverables include revised system drawings, connection drawings, wiring lists, voltage-regulator settings, AutoCAD as-built drawings, instruction manuals, configuration files, and a final startup report. A written site-specific safety plan and job hazard analysis are required before onsite work, and the contractor must comply with facility access, security, work-permit, and hazardous-energy-control procedures.
