Description
The Department of Veterans Affairs is requesting quotes for a turnkey portable, high-definition virtual small-arms training simulator for the VA Maine Healthcare System at Togus Police Department. The package must include a laptop, projector, speakers, 12-foot forward-projection screen, wiring harness, low-light tracking camera, APEX analytics, certified curriculum, and scenario-based training supporting use-of-force, de-escalation, decision-making, firearms skills, active-shooter, threat, crisis-intervention, qualification, tactical-shooting, and hospital scenarios. The requirement includes two tetherless Sig Sauer P320/M17 handgun recoil kits, one tetherless M4/AR-15/M16 rifle recoil kit, a CO2 refill station with travel case, full onsite installation, operator training, acceptance demonstrations, a 12-month manufacturer warranty, and a two-year annual service plan covering telephone support, remote assistance, accessory repair, software updates, patches, and ground shipping. The contract is a firm-fixed-price purchase order, and quotes will be evaluated on technical acceptability, past performance, and price, with price less important than technical and past-performance factors.
