Description
Pierce County seeks a consulting engineering team to develop a coordinated delivery strategy for four setback levee project areas and prepare full plans, specifications, and estimates (PS&E) for the Northeast, Northwest, and Southwest quadrants. The scope includes staged design development, technical hydrologic/hydraulic, geotechnical, and geomorphic analyses, property acquisition plans, stakeholder and public outreach support, and FEMA CLOMR applications with supporting modeling and documentation. For the Southeast quadrant, the consultant will develop 15% and 30% design plans, including a cost estimate and property acquisition plan, and assess potential alternatives for future work. The designs include levees and revetments, engineered log jams, habitat features and plantings, access provisions, and removal or notching of existing levees. Deliverables include native and PDF project files, Civil 3D plans, Word specifications, Excel estimates, and final sealed PS&E PDFs stamped by a Washington-licensed Professional Engineer. The response is limited to 20 pages, excluding specified front matter and resumes, and must use at least 11-point font. The agreement is anticipated to have an initial 12-month term with an option to renew for three additional years.
