Description
The Nevada State Purchasing Division, on behalf of the Nevada Health Authority, seeks one contractor to serve as a neutral convener and facilitator for the development of the Rural Value Acceleration Network (RVAN). The contractor will establish and facilitate a standing workgroup of rural hospitals, critical access hospitals, rural providers, Medicaid managed care organizations, private insurers, the Nevada Rural Hospital Partners, and the Nevada Health Authority. The scope includes stakeholder discovery and facilitation; development of a unified rural value-based care and payment model aligned across Medicaid, Medicare, commercial payers, and the state employee benefit program; a pathway toward two-sided risk arrangements and CMS Aligned Network participation; data-sharing and interoperability readiness assessment; communications and change management; governance and sustainability planning; monthly reporting; and a final model and governance report. Proposals must address the scope of work, qualifications, neutrality and conflict-of-interest safeguards, staffing, subcontractors, mandatory requirements, critical items, and cost. Required response materials include a technical proposal, cost proposal, signed lobbying certification, vendor information response form, reference questionnaire process, and any applicable confidential business information.
