Description
The Department of Veterans Affairs is soliciting a firm-fixed-price, two-phase design-build construction contract for complete design and construction services to install parking lot shades and reconfigure parking facilities at the VA Southern Nevada Healthcare System. The work includes architectural and engineering services, investigations, engineering calculations, construction drawings and specifications, demolition and removal of existing structures, parking shade construction, roads, walks, grading, drainage, accessibility improvements, pedestrian safety measures, traffic control, and related site work. The design must comply with applicable codes, OSHA requirements, VA design guides, VA Master Specifications, ADA/ABAAS requirements, and other stated standards. The project is intended to reduce vehicle-pedestrian conflicts, improve accessibility, and protect Veterans and staff from extreme heat while maintaining medical-center operations. Phase One requires a technical proposal addressing technical approach, organizational structure, recent and relevant design-build experience, specialized experience with parking reconfiguration, shade or structural steel systems, and subsurface utility, geotechnical, or utility-conflict work, along with past-performance information. Phase Two, limited to selected offerors, requires key-personnel qualifications, a project schedule, and price. The stated construction magnitude is $5,000,000 to $10,000,000, the performance period is 550 calendar days after the applicable notice to proceed, and performance and payment bonds are required. The procurement is a total SDVOSB set-aside, and offerors must be verified in the applicable SBA database at submission and before award.
