Description
The U.S. Army Corps of Engineers is conducting a Sources Sought market survey to inform the acquisition strategy for a two-phase design-build-to-budget project. The anticipated project would design and construct a new 54,600-square-foot multipurpose athletic facility with a 200-meter rubberized running track and artificial turf infield for Army Fitness Testing and Holistic Health and Fitness activities. The target budget ceiling is $14,676,000, and any future proposal exceeding that ceiling would be non-compliant. Supporting work would include site development, modifications to existing improvements, utilities and telecommunications connections, lighting, paving, sidewalks, storm drainage, landscaping, signage, temperature-control systems, antiterrorism measures, life-safety analysis, a compatible addressable fire alarm system, accessibility features, and comprehensive building design. The facility must meet applicable UFC, IBC, and NFPA requirements, support energy efficiency and sustainable-building objectives, and be designed for a minimum 40-year life. Market-survey responses are limited to 10 pages and must address company size status, UEI and CAGE codes, bonding capacity, up to three relevant prime-contractor projects, subcontractor-management experience, self-performance of at least 15% of applicable construction costs, potential design or construction constraints, innovation opportunities, long-lead items, local labor constraints, and the potential value of a Phase II stipend. This notice is not a request for proposals or a commitment to award a contract.
