Description
The City of Norwalk is soliciting professional consulting services to update Norwalk Transit System’s existing Title VI Plan in compliance with FTA Circular 4702.1B and applicable U.S. Department of Transportation requirements. The updated program must address the policy statement, public notification process, complaint process, Limited English Proficiency analysis and implementation plan, and recordkeeping procedures for Title VI complaints. The selected consultant must provide a complete draft updated Title VI Plan by February 12, 2027, and a final draft ready for adoption by the City Council by February 26, 2027. Responses require the RFQ form, price sheet, references, debarment and suspension certification, non-collusion certification, subcontractor designation, insurance acknowledgment, and exceptions/deviations form. The work may not be assigned or subcontracted without prior City approval.
