Description

The Department of the Navy is seeking commercial vendors for the integrated design, advanced manufacturing, logistics, assembly, onsite construction, commissioning, and sustainment of child development centers using industrialized construction methods such as volumetric modular, hybrid, or Kit of Parts approaches. The program currently identifies approximately 10 buildings totaling about 324,919 square feet at Navy installations in California, Florida, New Hampshire, Virginia, and the Washington, D.C., area. The facilities must meet or exceed applicable Department of Defense Unified Facilities Criteria and Whole Building Design Guide standards while providing durable, resilient, energy-efficient, scalable, and repeatable designs. Interested vendors must submit a white paper addressing relevant experience, technical approach, and organizational capability. The submission must include at least three completed, relevant industrialized-construction commercial projects within the preceding 10 years, each valued at least $25 million, or qualifying institutional projects exceeding 25,000 square feet. Vendors must describe team roles, manufacturing facilities and addresses, production availability, logistics, quality control, bonding capacity, cost and schedule controls, and the ability to reduce costs by at least 20% and delivery timelines by at least 30% compared with traditional construction. White papers are limited to 10 written pages, excluding the title page and one-page executive summary, and remain valid for one year from the submission deadline, with a possible one-year extension. Shortlisted vendors may later receive a Request for Project Proposal and negotiate an agreement for assigned projects.
