Description
The City of St. Joseph is seeking one or more qualified contractors for on-call asphalt pavement replacement and maintenance services. Work may include new asphalt placement and compaction, base-layer installation, pavement repair or milling, excavation and grading, substrate remediation, base-rock placement, pavement striping, traffic and erosion control, restoration of disturbed areas, adjacent concrete work, utility protection, and related incidental work. Projects may occur at streets, driveways, parking lots, recreation facilities, and other designated city locations. The resulting master agreement will support project-specific work orders and will not guarantee any minimum quantity or payment. The agreement term is three years. Proposers must submit qualifications and experience, completed Exhibits D and E, a signed FTA Federal Clauses statement, a completed W-9, three references, and required electronic bid-event certifications. Contractors must perform at least 51% of the services themselves and establish or maintain adequate shop and storage facilities within 15 miles of St. Joseph City Hall within 90 days of award. Insurance is required, and project-specific bonds may apply. Federally funded projects may require additional federal clauses and prevailing-wage compliance.
