Description
The Commonwealth of Kentucky, through the Kentucky Energy and Environment Cabinet and Division of Oil and Gas, is soliciting proposals to plug and reclaim six orphan oil and gas wells in Breathitt County. Work includes site access and preparation, wellbore evaluation, obstruction removal, cement plugging, casing cutoff, removal of wellhead equipment and aboveground flowlines, management of buried lines, and disposal of fluids and contaminated soil. The contractor must restore wellsites and access roads using grading, stabilization, revegetation, drainage, erosion-control, and other best management practices. Sites must maintain permanent vegetative cover and effective drainage for one year before final acceptance and payment. The proposal must include a cost proposal, technical solution, transmittal letter, required affidavit, signed solicitation and latest addendum, Kentucky tax registration application, foreign-entity authority documentation if applicable, experience, project history, committed equipment, proposed work plan, past performance, Davis-Bacon compliance description, and subcontractor information. A 5% bid guarantee is required; the successful bidder must provide 100% performance and payment bonds. The work must be completed within 180 days of contract award, with final completion one year after substantial completion.
