Description
The Department of Veterans Affairs is soliciting a firm-fixed-price contract for comprehensive preventive maintenance and service calls for the Carl Vinson VA Medical Center’s UPS systems. The requirement covers two Eaton 93PM 80 kW UPS units, two Eaton IBC-LW battery cabinets, and associated Eaton VRLA batteries. Preventive maintenance includes inspections, cleaning, electrical and battery testing, calibration, connection maintenance, air-filter replacement, and service reporting. Battery-replacement labor is included in the firm-fixed price, but replacement batteries are excluded. The amendment clarifies that the contract is preventive-maintenance-only: parts and repairs are billed separately when required, and only air filters are included as routine consumable parts. It adds CLINs for unscheduled or emergency repairs, capped at $5,000 per year and requiring prior Contracting Officer’s Representative approval. The contractor must provide two annual preventive-maintenance visits, 24/7 emergency availability with a four-hour on-site response, and non-emergency service with a 24-hour on-site response. Quotes must include technical approach, technician competencies, a sample preventive-maintenance inspection report, past-performance references, and UPS maintenance experience for systems rated 80 kVA or higher.
