The Defense Health Agency is seeking industry information to inform a future strategy for hosting, managing, integrating, securing, governing, and sustaining data generated by vendor-developed and Department of Veterans Affairs applications for the OBHAT/BHAS program. Potential approaches include government-managed, commercial-cloud, vendor-hosted, hybrid, federated, data warehouse, data lake, and master-data-management models. Responses should address hosting architecture, data ingestion and interoperability using APIs, HL7, FHIR, secure file transfer, event-based integration, and batch processing; data ownership, portability, governance, retention, cybersecurity, privacy, access control, analytics, operations, sustainment, transition, and continuity. Respondents should provide company information, relevant experience, a technical response, architecture information, risk assessment, recommended implementation approach, and non-binding rough-order-of-magnitude cost ranges. The response should include an executive summary of no more than two pages and relevant past-performance summaries.
