Description
The City of Albany is soliciting sealed bids for a fixed-term water system valve exercising project covering approximately 5,500 valves, primarily 6- to 12-inch valves, with some specified work involving valves up to 24 inches. The contractor must locate, access, clean, and fully open and close each valve at least three times in accordance with American Water Works Association standards; perform valve-box raising, excavation, and realignment as needed; and provide labor, tools, equipment, and incidental materials unless otherwise specified. The City will provide standard hardware materials for valve-box adjustments and traffic-control assistance on high-volume roads. The contractor must record operating torque, depth, turn counts, valve positions, and other field information in the City's ArcGIS mobile application, submit weekly work summaries, report defective or inoperable valves, and attend mandatory bi-weekly progress meetings. The contract is unit-price based, with payment tied to verified completed work and a maximum project budget of $330,600.00. A 5% bid bond is required, and the successful bidder must furnish 100% performance and labor-and-material payment bonds. Bidders must hold applicable Georgia utility or water-distribution licensing and submit references for similar municipal projects, along with the required bid forms, affidavits, certifications, and supporting corporate documents.
