REQUEST FOR PROPOSALS CODE REVIEW AND REVISION Proposals will be received at the Office of the Purchasing Agent from planning and code consulting firms to provide professional services for three related but distinct regulatory modernization initiatives for the City of Jefferson in Missouri, as described in the specifications available on Bonfire at https:// jeffersoncitymo.bonfirehub.com. Proposals will be received electronically through Bonfire or at the Office of the Purchasing Agent, 320 E. The City of Jefferson is seeking qualified planning and zoning consultants for three separately evaluated projects: updating adopted International Code Council codes and local amendments; comprehensively overhauling the Subdivision Code; and consolidating and modernizing the Licenses, Taxation, and Miscellaneous Business Regulations Code. Project A specifically requires updating the listed codes from their current editions to the 2024 International Code Council editions and the 2023 National Electrical Code. Proposers may submit for one, multiple, or all projects. Services include code review, benchmarking, amendment drafting, stakeholder and public engagement, findings and recommendations, preparation of final ordinances and implementation tools, and support for adoption. Virtual participation is permitted for certain meetings and public workshops. Each proposal must describe the firm's qualifications and relevant experience, methodology, project timelines and milestones, fees for each project, and proposed project manager and personnel. The solicitation also requires the Cost Form and Attachments B through G, including E-Verify documentation, anti-collusion forms, authority to execute, lobbying certification, and a disadvantaged-business utilization agreement. Addendum No. 1 must be acknowledged by signing, dating, and including its acknowledgment form with the proposal. The contract should be completed within twelve months of execution. Insurance, a Jefferson City business license, Missouri registration and good standing, and compliance with applicable federal funding requirements are required under the solicitation or resulting contract.
