The U.S. Navy's Naval Facilities Engineering Command Mid-Atlantic intends to award no more than five competitively negotiated, firm-fixed-price IDIQ contracts for large general construction projects. The scope includes design-build and design-bid-build work involving new construction, demolition, repair, alteration, and renovation of buildings, systems, and infrastructure, including civil, structural, mechanical, electrical, fire protection, and communications systems. Projects may support administrative, industrial, maintenance, warehouse, hangar, communications, lodging, medical, road, and related facilities. The aggregate value of all resulting contracts is anticipated to be $975,000,000 over a one-year base period and four one-year option periods, not to exceed 60 months. Task orders will normally range from $25,000,000 to $100,000,000. The initial seed task order is a weapons test facility at Naval Weapons Station Yorktown, with an estimated value of $25,000,000 to $100,000,000 and a 1,007-calendar-day completion period. The procurement is unrestricted and requires full and open competition; large businesses must submit a subcontracting plan before award. The solicitation is expected to be issued on or about October 22, 2026, with documents available through PIEE and SAM.gov.
