Description
The Savannah Airport Commission seeks a turnkey supply and installation of 40 Vehicle Movement Area Transmitters (VMATs)—38 operational units and two spares—for designated airport-owned vehicles. The contractor must provide the equipment and associated components, software, vehicle verification, installation, configuration, registration and activation, FAA coordination, testing, commissioning, training, and documentation, and integrate the units with the airport’s FAA Surface Awareness Initiative environment. The equipment must use ADS-B technology, operate on the FAA-approved 978 MHz UAT frequency, and transmit vehicle position and identification information. Final acceptance depends on successful installation, registration, activation, testing, commissioning, and verified integration. The response must include itemized pricing, equipment specifications, warranty information, and evidence of at least three similar projects completed within the previous five years. The solicitation requires the attached LSB/Minority Business, Vendor Certification, Pricing Sheet, FAA Buy American Preference certification, Exceptions Sheet, and—if an addendum has been issued—Acknowledgement of Addenda form. Any claimed LSB or minority-business designation must be supported by the applicable certificate. The FAA Buy American certification requires an original handwritten signature, though the signed document may be scanned and uploaded. The bidder must be a bona fide wholesale stocking distributor, dealer, or manufacturer of the products and have the facilities, personnel, and equipment to fulfill the requirements.
