Description
The Los Angeles Housing Department intends to release a Notice of Funding Availability under the United to House Los Angeles Multifamily Affordable Housing Program. The program will provide capital financing for the creation and operation of permanent affordable multifamily rental housing in the City of Los Angeles, including new construction and adaptive reuse of non-residential structures. Eligible projects must contain at least 40 units, pay prevailing wages, comply with applicable project labor agreement requirements, and generally covenant units as affordable to households earning no more than 80% of area median income. The program may provide up to $123,484,930 in anticipated capital funds, subject to approval of the applicable expenditure plan. Eligible costs include acquisition and predevelopment, environmental review, design, construction, financing, demolition, relocation, professional services, and related development costs. Loans may cover up to 30% of total development cost and are expected to include a 24-month construction period followed by a 55-year permanent loan period. Applications require extensive sponsor, site-control, financial, environmental, architectural, accessibility, relocation, labor-compliance, and project-financing documentation, with sponsor underwriting materials due before the remaining application materials.
