NJ TRANSIT NOTICE TO PROPOSERS REQUEST FOR PROPOSAL (RFP) No. 0000186 MANAGEMENT, OPERATION, AND MAINTENANCE OF RAIL STATION COMMUTER PARKING FACILITIES NJ TRANSIT is requesting Proposals from qualified consulting firms to provide management, operation and maintenance of up to four (4) groups of rail station commuter line parking facilities with the intention of awarding contracts to the contractor(s) whose Proposal(s) is most advantageous to NJ TRANSIT, price and other factors considered. To obtain the Request for Proposal (RFP) and all proposal documents, interested firms must register with Bid Express at www.bidexpress.com. There is no cost to register or upload a proposal. NJ TRANSIT's Pre-Proposal Conference will be held utilizing a telephone and video conference via Microsoft Teams, which is scheduled for the date and time specified in Attachment D (subject to change by Addenda) to the RFP, for the purpose of discussing general information relating to the project. The RFP Instructions and Attachment D list all deadlines and requirements for submitting Proposals. Technical Proposals and Cost Proposals must be received on or before Tuesday, August 11, 2026 at 11:00 A.M., EST via Bid Express. NJ TRANSIT further requires that its Consultants agree to take all necessary and responsible steps in accordance with N.J.S.A. 52:32-17 et seq.; N.J.S.A 52:32-31.1 et seq., and N.J.A.C. 17:13-1.1 et seq.; N.J.A.C. 17:14-1.11 et seq., and other applicable rules and regulations to ensure that Small Business Enterprises (SBEs)/Disabled Veteran-Owned Businesses (DVOBs) have the opportunity to participate in the performance of this Contract. A twenty percent (20%) Category 6 SBE/DVOB Goal has been assigned to this project. Description
NJ Transit is requesting proposals from qualified firms to manage, operate, and maintain commuter rail station parking facilities. The contract covers up to four groups of facilities and will be awarded based on the most advantageous proposal, considering price and other factors. A 20% participation goal applies to Small Business Enterprises (SBEs) and Disabled Veteran-Owned Businesses (DVOBs). Proposals must be submitted through Bid Express. A Digital ID is required; each upload box is limited to 10 MB, and the solicitation permits a maximum total upload of 70 MB. Addendum No. 8 revises the anticipated schedule: technical and cost proposals are due October 22, 2026, at 11:00 AM; oral presentations are tentatively scheduled for the week of November 9, 2026; negotiations are anticipated to begin the week of November 30, 2026; and contract award is tentatively scheduled for February 2027. The solicitation permits zero or negative unit prices and labor.
