Description
The City of Richmond Hill is soliciting proposals from qualified firms to conduct a comprehensive impact fee study. The selected consultant will assess eligible services—including parks, recreation, and open space; roads, streets, and bridges; water and sewer; public safety; and other qualifying services—then develop a proposed impact fee schedule based on cost analysis. The work also includes evaluating potential reductions, appeals, and exemptions and ensuring compliance with the Georgia Development Impact Fee Act of 1990, as amended. The consultant will provide administrative guidance on establishing a five- to ten-member advisory committee, staffing, and administrative costs; assist with integrating a Capital Improvements Element into the City's Comprehensive Plan; and prepare a written assessment of how an impact fee program could support the City's financial and development goals. Proposals must include technical and fee proposals, firm qualifications, relevant references, an organizational chart and key-personnel resumes, evidence of $2,000,000 in professional liability insurance, and the firm's latest financial statement. The tentative budget is $35,000 to $75,000. The study is expected to establish a structured fee schedule during calendar year 2027.
