Description
The U.S. Army Corps of Engineers Mission Support Battalion requires a firm-fixed-price contractor to perform concrete curb and gutter installation, concrete sidewalk removal and replacement, subgrade stabilization, aggregate base installation, asphalt paving, roadway reconstruction, site preparation, traffic control, safety measures, cleanup, and disposal. The work includes approximately 684 linear feet of curb and gutter, 760 square yards of stabilized and paved area, 643 square feet of sidewalk replacement, and 4,285 square yards of roadway reconstruction. The contractor must provide all labor, materials, equipment, transportation, supervision, and incidentals, and must submit project schedules, concrete and asphalt mix designs, geotextile specifications, and disposal tickets. The procurement is a total small-business set-aside and is subject to Davis-Bacon wage requirements. A mandatory site visit is required for proposal consideration. The prime contractor must have a representative attend, perform at least 25% of the work, and provide an on-site superintendent. Performance and payment bonds are required at 100% of the contract price; no bid bond is required. The solicitation requests a technical work plan of no more than 10 typed pages, at least two references for similar work performed within the last two years, completed past-performance questionnaires, and a price breakdown using the specified labor, materials, bonds, insurance, general and administrative, and profit line items.
