The Olympic Peninsula YMCA is requesting qualifications from architecture and engineering teams to provide early design and pre-development services for the proposed Joe Rantz Youth Housing and Family Resource Center. The scope includes project kickoff and document review; program validation and space planning; site criteria and feasibility analysis; conceptual campus, floor-plan, and massing studies; trauma-informed and youth-centered design; licensing, code, and regulatory review; engineering systems assessment; planning-level cost estimating and value analysis; phasing and implementation strategy; stakeholder engagement; and sustainability, resiliency, and LEED strategy. The proposed campus would combine a family resource center with emergency and transitional housing for youth, with an estimated 50,000–70,000 square feet and approximately 38 youth served at one time. Required deliverables include a work plan, architectural program and space matrix, site and concept materials, circulation and security narratives, regulatory and engineering memoranda, cost estimate, phasing memo, final concept package and presentation, editable files, and a Sustainability and LEED Roadmap. The qualifications-based selection evaluates relevant experience, team qualifications, technical approach, safety and accessibility, sustainability and LEED experience, and past performance. Fees are not to be submitted with the qualifications package and will be negotiated with the highest-ranked firm.
