Description
The University of Minnesota seeks a comprehensive, cloud-based parking access and revenue control system (PARCS) delivered under a vendor-owned platform-as-a-service model. The vendor is expected to supply, install, own, maintain, and upgrade the field equipment and software, supporting approximately 20,000 spaces across 130 parking facilities, including gated and ungated facilities. The system must support transient, contract, event, reservation, permit, and validation parking; unified credentials; real-time access updates; payment processing; reporting and analytics; and integrations with campus ticketing, payroll, human resources, billing, and enforcement systems. The response must address the detailed functional, technical, security, support, implementation, and pricing requirements in the PARCS Master Summary Document. Respondents must provide a test or demonstration instance for usability testing if selected as a finalist. Vendors may partner with other providers, but the University retains control of parking operations and does not seek a concession arrangement. The solicitation package includes contract and data-security terms, service-level requirements, travel reimbursement rules, and cardholder-data security requirements.
