Description
The City of Laguna Hills is seeking a consultant to prepare a comprehensive Parks and Open Space Needs Assessment. The work includes evaluating existing parks, recreational facilities, trails, and open spaces; conducting records research, field reviews, data analysis, and condition assessments; identifying rehabilitation and maintenance needs; and developing prioritized recommendations with estimated costs. The consultant must prepare multi-year capital improvement and maintenance/operations plans, funding needs and potential grant strategies, project scopes, budgets, phasing, and implementation next steps. The scope also includes project management, up to three stakeholder working group meetings and a community workshop, technical memoranda, draft and final needs assessment reports, an executive summary, and draft City Council materials. The anticipated project duration is 9-12 months. Proposals are limited to 30 pages, excluding City-required forms, and must include qualifications, comparable public-agency references, project approach, communication plan, and a separate fee proposal.
