Description
The Educational Cooperative Purchasing Alliance (ECPA), acting as the lead public agency, is soliciting proposals for comprehensive digital accessibility solutions and related services supporting the Americans with Disabilities Act, Section 508, and applicable WCAG standards. The scope covers websites, web applications, mobile applications, online portals, digital documents and forms, multimedia content, and third-party integrations. Offerors may propose one or more of seven workstreams: accessibility assessments and audits; ongoing monitoring, scanning, and analytics platforms; source-level remediation and consulting; training and capacity building; policy, governance, and program management; document and PDF remediation; and video, audio, and multimedia accessibility. The resulting cooperative contract will be available nationally to eligible public, educational, nonprofit, and charter-school entities. Multiple awards may be made, with no guaranteed purchase volume. Proposals must address solution capabilities, pricing and discounts, implementation, national service delivery, service levels, qualifications, public-sector references, and value-added features. The contract term is five years with two additional one-year renewal options, and the solicitation anticipates annual sales volume of up to $20 million upon full adoption. Awarded suppliers must also comply with reporting and a three-percent administrative fee payable to Edge Public.
