Description
The Orange County Sanitation District seeks up to three contractors to manage the beneficial reuse of approximately 300 wet tons per day of treated, dewatered biosolids generated at two wastewater treatment plants. The scope may include transportation from the plants to approved management facilities, profiling and permitting, composting, land application, other qualifying management practices, marketing or sale of beneficial-use products, recordkeeping, regulatory reporting, and compliance with the District’s Biosolids Contractor Requirements. Proposers must provide both management-and-hauling and management-only pricing scenarios, identify primary and contingency facilities, demonstrate capacity to manage at least 250 wet tons per day, and submit a Biosolids Management Plan and/or Biosolids Hauling Plan. The work also requires suitable hauling equipment, driver and staff training, emergency spill response, contingency capacity, permits and licenses, monthly reporting, and compliance with federal, state, and local environmental requirements. Up to three awards may be made, and the draft contract provides an initial term beginning December 26, 2026, through June 30, 2031, with up to four one-year renewal options.
