Description
The Arkansas Department of Transportation is soliciting a liquid organic additive made from beet juice for use with salt or brine. The material must meet specified chemical and physical requirements, including pH, specific gravity, settleable solids, sieve-passing solids, freezing point, noncorrosiveness, and nonhazardous-waste criteria. Bidders must provide an independent-laboratory test report with the bid sample within 14 days of a request, and deliveries must include required product, storage, safety, and shipment documentation. The vendor is responsible for delivery statewide and for all equipment needed to transfer the material into existing storage facilities. Pricing is by accepted delivered quantity and must include materials, labor, certifications, samples, testing, and delivery. The solicitation permits zero or negative unit prices and labor. A Contract and Grant Disclosure and Certification Form and the Certificate for Boycott and Illegal Immigrant Restrictions are included in the solicitation package; the latter is required with bid or proposal submission, while the disclosure form is a condition of obtaining a state contract.
