The City of San Diego is issuing a Request for Information to gather industry input for potential future competitive solicitations covering transportation and management of approximately 175,000 wet tons of anaerobically digested, dewatered, Class B biosolids generated annually at its Metropolitan Biosolids Center. Potential service models include land application, composting, thermal drying or other alternative processing, production of Class A or Class A EQ material, distribution to agricultural and non-bulk markets such as soil blending, fertilizer blending, alternative fuels, and nurseries, and landfill disposal as an emergency backup. Respondents must address the requested information in Attachment A, including service delivery, subcontractor management, regulatory risks, pricing and procurement considerations, anticipated availability and quality requirements, and information needed for a future RFP. The RFI is for planning only and will not result in a contract award. Responses may be submitted electronically through the eBidding system or on paper; electronic responses must be signed, and paper responses must be sealed and marked with the solicitation number and closing date. The City may request interviews or oral presentations.
