Description
The Virginia Department of Transportation is seeking expressions of interest from engineering consulting firms to provide statewide on-call pavement evaluation, testing, and design; geotechnical investigation, testing, evaluation, and design; and specialized pavement engineering services. Work may include destructive and nondestructive pavement testing, laboratory testing, rehabilitation analysis, pavement and geotechnical design, traffic control, field investigations, reports, and engineering recommendations for transportation projects. Testing must be performed by an appropriately accredited laboratory and follow applicable VDOT manuals, standards, AASHTO guidance, and traffic-control requirements. The procurement anticipates up to two awards under a limited-services term contract, with task orders issued after approval of scope, schedule, and not-to-exceed cost proposals. The estimated contract value is $2,000,000 per term, with a one-year base term and three optional one-year renewals. The addendum updates the Executive Summary and additional-personnel requirements, adds positions including geotechnical, materials, GPR, and nondestructive-testing personnel, and requires the addendum to be included at the front of the EOI submission. Responses must be submitted through Bid Express in two volumes and address technical qualifications, organizational capability, project examples, certifications, DBE documentation, and related portal requirements.
