Description
The USDA Forest Service seeks a firm-fixed-price contractor to develop and provide market index price data for fair, objective, and transparent valuation and pricing of Forest Service stumpage. The scope includes monthly and quarterly lumber price indices for seven western species groups, development of representative index logs, a grade-recovery survey, methodology for updating index logs, and a transition plan. The contractor must provide recurring index releases, technical documentation, accessible electronic deliverables compliant with Section 508, and related data-processing, quality-assurance, and analysis support. The anticipated structure is a one-year base period with four one-year option periods, for a total potential duration of five years. The solicitation evaluates technical capability and approach, past performance, and price, with technical capability and past performance combined more important than price.
