Description
The City of Port Angeles is seeking professional consulting services to evaluate its existing Supervisory Control and Data Acquisition (SCADA) systems serving water and wastewater treatment facilities and remote sites. The work begins with a detailed SCADA Master Plan based on document review, field investigations, asset inventory, and stakeholder interviews, covering hardware, software, communications, cybersecurity, operational risks, deficiencies, and future-state system architecture. The selected consultant will develop a prioritized, multi-year Capital Improvement Program and implementation roadmap; evaluate SCADA platforms, PLC/HMI hardware, and communications architectures; establish standards; and provide on-call support, design, programming, system integration, testing, commissioning, construction administration, training, and documentation. The anticipated performance period runs through December 31, 2029. Statements of Qualifications are limited to 10 single-sided pages, excluding resumes in an appendix, and must address firm qualifications, up to five relevant projects, project approach, key personnel, and up to three references.
