Description
The Pan American Health Organization (PAHO) is soliciting proposals for consulting services to conduct an evaluation of the National Policy for Midwives of the Four Peoples of Guatemala (2015-2025). The evaluation will assess the relevance of the policy, determine if the identified problems, needs, and gaps have been reduced or remain relevant and prioritized for the midwives and the communities they serve. The policy, established between 2015 and 2025, aimed to recognize, strengthen, and articulate traditional midwives from the Maya, Garifuna, Xinka, and Mestizo peoples with the Guatemalan public health system. It focused on promoting ancestral knowledge, fostering respect between traditional medicine and the official health system, strengthening institutional capacity for intercultural care, and recognizing midwives as agents of social and community change. The evaluation will utilize a mixed-methods approach, combining qualitative and quantitative methods. Key activities include a thorough document review, semi-structured interviews with stakeholders, and focus groups. The consultant will be responsible for planning and executing the evaluation, analyzing data, and producing a final report with recommendations for the policy's update or reformulation. The consultancy is expected to last a maximum of three months, with a start date of July 15, 2026, and an end date of October 14, 2026.
