Description
The U.S. Department of Veterans Affairs requires comprehensive testing, maintenance, inspection, evaluation, and documentation for electrical distribution systems at the New Orleans VA Medical Center and St. John VA Clinic. The scope includes medium- and low-voltage equipment, transformers, panels, transfer switches, infrared scanning, power-system studies including short-circuit, coordination, and arc-flash analysis, updated one-line drawings, immediate repairs and firmware updates, testing and maintenance of 28 operating-room LIM panels, replacement of up to 40 failed TVSS modules during scheduled maintenance, and training for VA personnel. Work must comply with VA Directive 1028, NETA, NFPA, OSHA, and related healthcare safety requirements. Amendment 3 reduces the scope by removing Hammond VA Clinic maintenance, provides drawings and panel lists to eligible SDVOSB vendors upon request, changes the evaluation method from lowest-price technically acceptable to best-value tradeoff, and extends the quote deadline to October 27, 2026, at 1:00 p.m. Central Daylight Time. The contract has a 12-month base period beginning December 1, 2026, plus four 12-month option periods, with building-specific CLINs for maintenance, training, LIM-panel testing, transformer and panel maintenance, TVSS-module replacement, and parts and services.
